About the PQADMÉS

The Programme québécois d’adhésion aux dossiers médicaux électroniques en spécialité (PQADMÉS) from the MSSS encourages the adoption of electronic medical records (EMRs) by specialty physicians working in private offices for at least two days per month, and who provide services covered by the RAMQ.

Subsidy and reimbursement

The PQADMÉS offers a subsidy covering licensing and change management fees for an EMR.

Recurrent incentive for the license

The program offers a subsidy covering the licensing fees for an MSSS-certified EMR, up to $2,200 per year, for a duration of 5 years*.

One-time incentive for change management

The program offers a one-time subsidy of up to $2,600 to cover implementation and change management costs, including assistance with administrative processes related to EMR adoption.

Reimbursement process

Registration for the PQADMÉS is done through the Mon PQADMÉ portal. To access Mon PQADMÉS, you must have a secure e-mail address with an active “.MED” suffix. For more information, visit the MSSS website.

Please note that clinics cannot claim reimbursement; only individual specialists are eligible for it. Reimbursement is done through the PQADMÉS subsidy directly to eligible and enrolled speciality physicians who apply for it.

Already have an EMR? No problem, you are eligible for financial incentives!

The PQADMÉS comes into effect retroactively, offering reimbursement on licensing and change management fees as of January 1, 2023. Specialty physicians already using an EMR are therefore eligible for the one-time change management financial incentive, as well as reimbursement of licensing fees incurred since the program’s effective date.

Required output

Specialty physicians working either full-time or part-time are eligible for the PQADMÉS, provided that they practice a minimum of 2 days per month in a private office offering services covered by the RAMQ.

EMR implementation and change management fees

A one-time change management fee reimbursement of $2,600 is provided by PQADMÉS, without the need to provide invoices or supporting documents from specialists.

Program duration

The intention of the MSSS is to renew the PQADMÉS program annually, for an announced duration of 5 years*.

Although the program will run for 5 years, the Ministère de la Santé et des Services sociaux (MSSS) and the Fédération des médecins spécialistes du Québec (FSMQ) are committed to continuing discussions with a view to concluding an agreement to ensure the program’s continuity.
